STATE SPECIFIC REQUIREMENTS
- Do not use a company’s or any business address (including PO Box) as the individual producer’s residence or mailing address. Virginia insurance statutes require the individual producer’s residence (street) address to be the mailing address of record.
State fees will not be collected by NIPR (on behalf of VA) when a transaction is declined according to VA business rules. Transaction fees and processing fees will still apply. Violation of the following rules will result in a decline response.
- Applicants must be 18 years old or older.
- Applicants applying for Variable Contracts must also hold or apply for VA Non-Resident Life and Annuities LOA.
- Property and Casualty license includes Personal lines. Do not apply for both a Property and Casualty license and a Personal Lines license.
- Applicants with a resident state of Puerto Rico may not apply as Virginia does not have a reciprocal agreement with Puerto Rico.
- Sole Proprietorships are not accepted for electronic licensing through NRL.
- At least one DRLP must have an active Resident or Non-Resident license in VA.
- The DRLP on Surplus Lines Broker applications must hold an active VA (resident or non-resident) Producer Property & Casualty line of authority.
- The DRLP on Viatical Settlement Broker applications must hold a (resident or non-resident) Virginia Viatical Settlement Broker License only.
- The DRLP on Consultant applications may hold ANY VA (resident or non-resident) active major line of authority.
- Applicant applying for or already holding Producer Personal Lines in Virginia may not also apply for Producer P&C.
- Florida and Pennsylvania residents that are applying for title in Virginia will need to take the Virginia Title pre-licensing study course and pass the VA title License examination.
- Variable Applicants: Applicant must enter FINRA CRD number on application for Variable Products.
- Denied, suspended, revoked, Surrendered Voluntarily reinstatements will be reviewed by the VA BOI. Please note: There may be a discrepancy of a day or two between the effective date communicated in the email response generated from the online application and the actual effective date assigned by the Bureau of Insurance. The actual effective date will be submitted to the NIPR Producer Database and printed on your license.

- Business Entity Applications: A business entity is not required to first obtain a certificate of authority, including a certificate of registration, certificate of organization, certificate of limited partnership, or charter, from the Commission prior to being eligible to obtain a license as an insurance agent, consultant, surplus lines broker, or Viatical settlement broker. However, the business entity must still obtain the necessary certificate of authority within 90 days of licensure. A failure to obtain that certificate of authority may result in the Bureau of Insurance terminating the producer license.
- Business Entity Surplus Lines Applications: As not all states issue resident Surplus Lines Broker/Excess Lines to business entities, Virginia will issue the license provided that the business entity holds an active license in its home state and at least one of the Authorized Individuals (AI/DRLP) holds both a Virginia P&C license and a Surplus Lines Broker License.
