General Filing Guidelines/Frequently Asked Questions
Regarding the Uniform Non-Resident Applications

  1. In addition to completing the application, what else must I do?
Please review the State Matrix of Business Rules the licensing requirements and other important information for the state in which you wish to apply for non-resident licensing.
  2. Are the applications free?
    Yes.
  3. What states accept the uniform non-resident applications?
All 50 states and the District of Columbia accept the applications.

  4. Where do I mail my application?
Unless a state participates in electronic processing of non-resident applications, all applications must be submitted in a hard copy format to each individual state insurance department. Please reference the State Matrix of Business Rules for the appropriate state mailing address.

Hard copy applications should not be submitted to NIPR or the NAIC.

  5. How do I know if I have the most current application?
The most current applications will always be posted on the NIPR website.

  6. Can I copy the uniform applications and submit photocopies to states?
Each state will require an original signature on the uniform non-resident applications. Other pages of the uniform non-resident applications may be photocopied.

  7. What does it mean if a grid is blocked out on page two of the uniform non-resident applications?
This means the corresponding state for that grid does not issue the blocked out license type or line of authority.

  8. Where can I obtain the necessary appointment forms?
Some states have provided links to their appointment forms on the State Matrix of Business Rules and you may be able to obtain an appointment form though the Matrix. If a link has not been provided you will need to contact the appropriate state directly.

  9. Can the applications be completed on-line?
While NIPR is implementing electronic non-resident licensing, the applications cannot be completed on-line or submitted electronically for most states. Please click here for information on electronic non-resident licensing.

  10. Will a state participating in electronic processing accept hard copy applications?
States participating in the electronic processing of non-resident applications may also accept hard copy applications.

  11. Can I use the uniform applications to apply for an adjuster license or another type of license?
The uniform non-resident applications are only applicable to producer (agent/broker) licensing. The applications cannot be used for any other type of licensing.

  12. Can I use the uniform non-resident applications for a resident application?
The uniform non-resident applications posted on the NIPR web site are only for non-resident licensing.  Some states are using slightly modified versions of the uniform non-resident applications for resident licensing. All resident licensing questions should be directed to the appropriate state insurance department.
  13. Who should I contact if I have additional questions?
For state specific licensing questions, you must contact the state to which the application will be submitted. Appropriate contact information for each state can be obtained by referencing the State Matrix of Business Rules. Contact information for each state is found below.
