Beginning June 1, 2008, the Colorado Division of Insurance will no longer print paper licenses for regulated entities (producers and agents), but will utilize a new paperless licensing method.
This change affects all licenses issued by the Division of Insurance, except Bail Bond Licenses, which will continue to be provided on paper.

Important Licensing Information Effective January 1, 2007 Online Application Processing Effective January 1, 2007, the Colorado Division of Insurance will switch to an all-electronic process for all new license and renewal applications, agency registrations, letter of certification requests, address changes (excluding changes from one nonresident state to another nonresident state), and CE Course banking by providers. Paper applications/requests for these transactions will be returned, unprocessed, if postmarked after December 31, 2006. Refer to Bulletin No. 05-06 at www.dora.state.co.us.
Online processing allows applications to be processed quicker than paper forms by ensuring that the correct fee is submitted, that all required fields are completed, and that credit card transactions have been accepted. Compliance Express at sircon.com can be accessed 24 hours a day/7 days a week and accepts both credit card and electronic check payments.
License Renewal Information Effective January 1, 2007, producers will be required to renew online at www.sircon.com/colorado. All paper renewal forms must be postmarked by December 31, 2006. Renewal forms that are postmarked after this date or renewal notices that are missing a postmark will not be processed. Effective February 1, 2007, nonresident producers will also have the option of renewing through the National Insurance Producer Registry at www.nipr.com.
The Division of Insurance will no longer be mailing renewal applications to producers. Instead, producers will be mailed a renewal notice approximately 90 days prior to the license expiration date. The renewal notice will provide detailed information to producers regarding the online renewal process and inform producers of any additional renewal req uirements. Please be advised that producers waiting until after the expiration date of their license to submit their renewal/continuation application will have their application rejected.
Also effective January 1, 2007, all producers must comply with United States legal status requirements. Producers who submit a resident renewal online after December 31, 2006 must complete the legal status requirements. Nonresident producers must be able to provide documentation of compliance as requested. See Colorado Bulletin No 04-06 at www.dora.state.co.us.
New License and Reinstatement Information
Effective January 1, 2007, producers will be required to apply for a new license or reinstatement through online services at www.sircon.com/colorado. Nonresident applicants may also apply through the National Insurance Producer Registry at www.nipr.com. All paper applications will be returned unprocessed.
If you are applying for an authority that requires an examination, you must wait 2 days after passing your examination before applying online. Additional required licensing documents, such as certification of pre-license training, screening question documentation, and other required items can be faxed or mailed to Pearson Vue . If you are required to pass a Pearson Vue examination and/or complete pre-licensing certification, verification must be received prior to license issuance. If your application does not require any additional information to be submitted and there are no issues that would prevent your license from being issued, your license will processed and mailed within 3 to 5 business days.
Temporary Licenses
On or after January 1, 2007, Pearson Vue will no longer issue temporary licenses at the test centers. The Colorado Division of Insurance will issue a temporary license for up to 180 days, pursuant to CRS 10-2-410(1) to: (a) surviving spouse or next of kin, or to the executor or an employee, of a licensed insurance producer who becomes deceased; (b) a surviving spouse or next of kin, or to an employee or the legal guardian, of a licensed insurance producer who becomes disabled; (c) a member, employee, or officer of a licensed insurance agency or business entity, licensed as an insurance producer upon the death or disability of an individual designated in or registered as to the agency or business entity license; (d) the designee of a licensed insurance producer upon entering active service in the armed forces of the United States; (e) any person in any other circumstance where the commissioner deems that the public interest will best be served by the issuance of such license
TITLE & ATTORNEY TITLE PRODUCERS
Effective July 1, 2006, All Title Producers {Individuals and Agencies} will be required to disclose the names of all affiliated business arrangements to which the employing broker is a party at the time of initial application, continuation application, or any changes that would effect: affiliations, producer registrations, name changes, address changes, officer changes, or restructuring of the business entity.
