Business Rules (Individual)

Applicant must be at least eighteen (18) years old or older as determined from the applicant's date of birth.

No more than 6 digits allowed for business phone number extensions.

Applicant must not already have an active equivalent license for the requested LOA(s) in South Carolina.

Applicant must not hold another active resident license in another state.

Applicant must not have an active nonresident license in the state of South Carolina.

Applicant must provide a Residence and/or Business address in South Carolina.

All bondsman applicants - Professional Bondsman, Surety Bondsman, and Runner Bondsman - must have resident, business and mailing address in South Carolina.

Residence and Business Address must not be P.O. Box.

All non-citizen applicants must provide a copy of green card or work authorization or resident card to work in the U.S. Please email proof to: agentmail@doi.sc.gov.

Applicants for the Variable Life and Variable Annuity LOA must supply FINRA CRD number on application. They must also actively hold an insurance producer license with Life LOA or apply simultaneously.

Applicant may not apply for Limited Lines Insurance Producer class if they currently hold an active insurance producer license on PDB.

Applicant may not apply for insurance producer license class if they currently hold a Limited Lines license class on PDB.

Applicants applying for certain license classes and LOA combinations must pass required examination. See exam table for details.

Adjusters, Public Insurance Adjusters, and Appraiser licenses are required to submit South Carolina Law Enforcement Division (SLED) report. Applicants are required to submit South Carolina Law Enforcement Division (SLED) report. Please visit https://sc-doi.civicplus.com/424/SLED-Report for more information  on SLED requirements.

Individual insurance producer, Individual Limited Lines Insurance Producer Lines, Professional Bail Bonds, Runners and Surety Bail Bonds applicants must have FBI background check submitted to South Carolina DOI before license can be approved.

Surplus lines broker applicant must actively hold a Resident Producer license with a Property and Casualty LOA in South Carolina.

Surplus Lines Broker applicants must email Original Bond and Power of Attorney to South Carolina Department of Insurance before the review can be completed.

Before a license is issued to a Professional Bondsman, Surety Bondsman or Runner Bondsman, the applicant must provide a complete set of fingerprints and a recent passport size full-face photograph.  The applicant must also undergo a state criminal records check. Applicants requesting to apply for the Runner bondsman license can only represent one Professional or one Surety bondsman.

Professional Bondsman licensees must take exam and must deposit $10,000 cash with their resident county clerk of court or where their primary business will be located. Cash or Certificate of Deposit is required before any property is pledged.

Surety Bondsman applicants must have an insurance producer license with Property or Casualty Line Of Authority OR Limited lines license with Surety Line Of Authority before applying for a Surety bondsman license.

Pre-need Insurance applicants must be actively licensed as a Funeral Director prior to applying. Pre-Need insurance applicants must also provide a copy of the South Carolina Funeral Director's license and submit letter of employment from a South Carolina licensed Funeral Home before the review can be completed.

Applicant with a Resident SC license in an inactive status and no longer eligible for late renewal, applicant may reapply for their license at normal license fee.

If applicant responds "yes" to one of the background questions please submit supporting documents electronically via NIPR's Attachments Warehouse. The documents may also be submitted to the state via mail, email, or fax.

Business Rules (Business Entity)

Applicant must be one of the following legal business types:

  • Partnership
  • Limited Liability Company (LLC)
  • Limited Liability Partnership (LLP)
  • Corporation
  • Sole Proprietorship

Applicant must not already have an active equivalent license for the requested LOA(s) in South Carolina.

Applicant must not hold another active resident license in another state.

Applicant must not have an active nonresident license in the state of South Carolina.

Applicant must provide a Business address in South Carolina.

Service Contract Providers, Third Party Administrators, Premium Service Companies, Utilization Review, Motor Vehicle Rental Companies, Portable Electronics and Self-Service Storage license classes are not required to have a South Carolina business address.

Applicant must provide a valid email address and phone number.

At least one (1) Designated Responsible Licensed Producer (DRLP) must have an active resident or non-resident license in South Carolina. DRLP can be a licensed insurance producer, Surplus Lines Broker, or Limited Lines Insurance Producer individual.

Service Contract Providers, Third Party Administrators, Premium Service Companies, Utilization Review, Motor Vehicle Rental Companies, Portable Electronics and Self-Service Storage Facilities license classes are not required to have a Designated Responsible Licensed Producer (DRLP) on the application.

Business entity applicants must provide at least one Owner on the Owner Partner Officer Director page.  

Service Contract Providers, Third Party Administrators, Premium Service Companies, Utilization Review, Motor Vehicle Rental Companies, Portable Electronics and Self-Service Storage Facilities license classes are not required to have an Owner listed on Owner on the Owner Partner Officer Director page.  

Third Party Administrators are required to submit Financial Statement, Biographical Affidavit, Service Agreement and Surety Bond in the amount of $75,000 or more in order to obtain license in South Carolina. Email to rjohnson@doi.sc.gov or fax to 803-737-6100.

Agencies applying for the Utilization Review license class are required to submit a utilization review program to South Carolina Department of Insurance. Please email rjohnson@doi.sc.gov or fax to 803-737-6100.

Agencies applying for the Service Contract Providers license must meet the financial obligations required by the state and provide any one of the following to the South Carolina Department of Insurance: A) Reimbursement insurance policy; B) Funded reserve account that must provide a minimum of 25,000 surety bond or a letter of credit; C) Audited financial statement on the applicant's parent company that must maintain a net worth of $100 million dollars or a 10k filing on the parent company's financial worth. Motor Vehicle Rental Companies, Portable Electronics, and Self-Service Storage Facilities applicants must have an appointment with a company before a license is issued. Please contact South Carolina Department of Insurance to confirm the appointment has been issued agentmail@doi.sc.gov.

Premium Service Companies are required to file financial statements to South Carolina Department of Insurance by March 1st of every odd year. Please email rjohnson@doi.sc.gov or fax to 803-737-6100.

Agencies applying for the Service Contract Provider license class are required to submit a copy of the service agreement and the latest financial statement to South Carolina Department of Insurance. Please email rjohnson@doi.sc.gov or fax to 803-737-6100.

Service Contract Provider must indicate the method used to meet the financial security requirements as described in South Carolina Code, title 38, Chapter 78, Code Section 38-78-30 by checking the appropriate box. In addition to the other requirements of this application, each provider must submit to South Carolina its most recent financial statement (balance sheet and income statement) reflecting a minimum net assets of $25,000.

  1. Reimbursement Insurance policy. If you choose this option please Submit to South Carolina a copy of the policy. The insurance company issuing the policy must be authorized to transact business in South Carolina. Policies issued by Surplus Line insurers are NOT acceptable.
  2. Funded reserve account and financial security deposit. You must indicate the type of security deposit placed in trust with the Director of Insurance. Applicant must also submit to South Carolina the appropriate form. The financial institution must be authorized to do business in South Carolina.

  3. 100 Million minimum net worth. Submit to South Carolina the most recent Form 10K or Form 20-F or Parent's Audited Financial Statement.
